Amends provisions relating to certain employers; provides that on or before April 1, 2024, the commissioner of labor, in consultation with the commissioner of health, shall submit a report to the governor, the temporary president of the senate, and the speaker of the assembly on the number of employees who were provided unpaid or paid sick leave or disability benefits.
Establishes the commission of the deaf, deafblind and hard of hearing; requires the commission of the deaf, deafblind, and hard of hearing to transmit complaints in matters affecting the deaf, deafblind, and hard of hearing communities to the vulnerable persons' central register; repeals provisions relating to the New York state interagency coordinating council for services to persons who are deaf, deaf-blind, or hard of hearing.

Authorizes the town of Hempstead, in the county of Nassau, to establish a speed limit of less than 30 miles per hour on certain highways in the community of East Atlantic Beach.
Requires the payment of regular wages to bay constables employed by the town of Hempstead, Nassau county, who have sustained injuries or illnesses in the line of duty.
Requires school districts and board of cooperative educational services to pay physical therapists and occupational therapists in alignment with the department's career ladder pathway framework; makes related provisions.
Establishes a loan forgiveness program for licensed mental health professionals in jails and prisons for the purpose of increasing the number of mental health professionals rendering mental health services in correctional institutions; provides for eligibility and priority; provides for awards in the amount of $2,000; makes related provisions.
Establishes a fiscal cliff task force to conduct a study on fiscal cliffs in the state's public assistance programs and to make recommendations related thereto.
Expands the list of those able to commence proceedings alleging that a child is a destitute child to include the child in question, if over 14 years of age, and other persons on the court's direction; makes related provisions.
Establishes the "childcare and early education sector on the economy act" to study the economic impact on the state economy of quality childcare and early education programs for children aged 0-4, and afterschool programs for children aged 5-12.
Prohibits contracts between municipalities and law enforcement for the purpose of school safety in municipalities with populations of more than one million; voids contracts that have previously been made.
Relates to implementing equal employment opportunity and affirmative action for classified civil service positions in the service of the state; requires that each agency have a full-time affirmative action officer that reports directly to the agency head.
