Allows physically disabled individuals who are not able to stand up to complete the two-hour live-fire range training course requirement for a concealed carry license while sitting.
Relates to prohibiting discrimination against a person based upon weight; excepts where deviation may pose a threat to the individual, other patrons, or the general public.
Provides that state aid payments due for prior years shall be paid either from funds available in the general support for public school appropriation as a result of the deduction of excess payments of aid; or within the limit of the appropriation designated therefor.
Permits mentoring programs to conduct background clearances of prospective employees and volunteers to determine whether any such person has been reported for child abuse or maltreatment or is on the sex offender registry.
Establishes mandatory training for every high school guidance counselor relating to assisting students with autism spectrum disorder; requires high school guidance counselors to receive training at least once a year on the special needs of students with autism spectrum disorder and how to assist such students in the transition from high school to higher education or employment.
Prohibits certain solid waste polluters from procuring public contracts for certain periods of time after violations and until all debts to the state are satisfied; prohibits individuals found guilty of solid waste pollution from serving as members of any board of any entity engaged in solid waste removal and disposal.
Relates to fees charged for the issuance of number plates and to requiring a report on the costs of manufacturing such plates; requires the fee for a number plate not to exceed the cost of producing such plate; establishes that no additional fee shall be charged to keep a current number plate due to a design change implemented by the commissioner; requires the commissioner of the department of corrections and community supervision to report on the costs of manufacturing license plates.
Relates to exemptions available to veterans; requires school districts to provide the veterans alternative exemption; establishes that costs associated with such exemption shall be borne by the state.
Designates the "Honor and Remember Flag" as the official state flag for recognizing armed service members who have died as a result of serving the United States in any war or conflict the nation has been involved in since its inception.
Allows county correctional facilities to use the profits from commissaries or canteens within the facilities for the general purposes of the institution.
Establishes the customized employment demonstration program whereby certain positions are divided into sub-positions by the civil service commission to provide for employment of persons with developmental disabilities who are able to perform a portion of the duties of such position.
Enacts the "emergency school relief act"; makes changes in the percentages for disposition of revenue from lottery prize account to increase the percentage directed to state aid for education funding.
Authorizes a personal income tax deduction for expenses paid during the taxable year by a qualified taxpayer attributable to the cost of residential heating, including, but not limited to amounts paid for fuel oil, coal, wood, propane, natural gas, electricity, steam, kerosene and any other fuel used to heat such taxpayer's primary residence.
