Directs the department of financial services to conduct a study examining the increasing costs of insurance premiums, the lack of availability of insurance coverage for losses from flooding, and the possibility of supporting a private flood insurance market in the state.
Prohibits the enactment of unfunded mandates for a period of three years; instructs the state comptroller to conduct a report on the annual fiscal impact enacted state legislation has on the revenues and expenses of local municipalities.
Provides for a credit insurance policy for the indemnification of an intended parent for expenses disbursed when either the intended parent or a person acting as surrogate receives in-vitro fertilization or intrauterine insemination treatment that fails and does not result in the birth of a child.
Relates to the improvement and operation of sober living homes including the process for certification, inspections, and violations and the establishment of a toll free hotline to respond to complaints.
Provides that chiropractors may certify disability for handicapped parking and real property tax purposes and be employed by school districts to assist medical inspectors.
Authorizes the use of body imaging scanning equipment in local correctional facilities for the screening of visitors and staff in addition to incarcerated individuals.
Requires the department of financial services publish a report on long-term care insurance rates including historical rates and the dates and amounts of any rate changes.
Provides that all equipment used for the transmission and switching of radio signals for the provision of commercial mobile radio service or mobile internet access service no longer constitutes real property subject to the real property tax law.
Authorizes the public to participate in public meetings in person or remotely through the use of a telephone conference, a video conference, and/or other similar technology.
