Relates to providing secondary school pupils and adults in career education programs access to programs/courses sufficient to comprise a career major in electric vehicle maintenance and repair; establishes the working group on electric vehicle career education achievement.
Authorizes the superintendent of financial services to hire an actuary to assist with reviewing any rate or form filing submitted to the superintendent.

Enacts the Health Care Nondiscrimination Act; requires insurance coverage and health plans to implement equality and non-discrimination between licensed health care providers; requires fee parity between different classes of licensed providers providing the similar or like-kind services; requires practitioners to discuss and refer or prescribe non-pharmacological treatment alternatives before prescribing an opioid treatment; allows any licensed health care provider to perform certain services, including certifying disability and employment by school districts; provides for enforcement and penalties.
Requires the department of agriculture and markets to develop and maintain a database on the impact of climate change on agriculture; requires farmers to report to the department on the impact of climate change on agriculture, including but not limited to crops grown, outcomes and yield.
Requires sex offenders to register information no later than three days after any changes; requires local law enforcement to submit all change of address and internet access provider forms to the registry.
Authorizes child care assistance to be made available to certain victims of domestic violence who are in need of assistance in order for a parent or caretaker relative to engage in work or participate in work activities.
Provides certain relief for persons who are victims of identity theft; provides for destruction or sealing of certain police and court records and for issuance of an identity theft passport.
Requires windows in newly constructed multiple dwellings with two or more stories to be fitted with key-operated window locks that restrict the window from opening more than four inches.
Provides that a minor from six to sixteen years being absent from full time day instruction for the purpose of sounding "Taps" at a military honors funeral held in this state for a deceased veteran shall be excused from school.
Requires the dormitory authority of the state of New York to fulfill all outstanding monetary commitments made to any local government for a fiscal year prior to allocating any moneys to economic development grant programs for the following fiscal year.
