Relates to monies appropriated and received each year by the state as a portion of the negotiated percentage of the net drop from electronic gaming devices the state receives.
Provides expanded enrollment through New York state of health through tax returns (Part A); allows for enrollment through the New York state of health at any time for first-time enrollees; expands New York state of health navigator program (Part B); creates the New York health benefit and cost commission (Part C); establishes New York health care savings accounts to expand and incentivize purchasing private health insurance (Part D).

Requires the department of labor to study the long-term impact of artificial intelligence on the state workforce including but not limited to job performance, productivity, training, education requirements, privacy and security; prohibits any state entity from using artificial intelligence in any way that would result in the displacement of any currently employed worker or loss of position, including partial displacement such as a reduction in the hours of non-overtime work, wages or employment benefits, or results in the impairment of existing collective bargaining agreements.
Creates the task force on early childhood education in public education to study the feasibility of incorporating younger age levels into the state public education system and extending the public education system to start at the age of six months and incorporate aspects of childcare and early childhood education into the existing public education system.
Authorizes a parking permit system for park-and-rides in the borough of Staten Island in the city of New York; requires residents of Staten Island to receive a permit free of charge and out-of-state residents to pay an annual fee for such permit.
Waives the thirty day residency requirement for certain hunting licenses for active duty military members and their families on permanent orders to be stationed within the state.
