Provides for the payment of state aid to the town of New Hudson and special districts therein for state land operated by the department of environmental conservation.
Creates statewide emergency and crisis response council to work in conjunction with the commissioners of mental health and addiction services to jointly approve emergency and crisis services plans submitted by local governments, and provide supports regarding the operation and financing of high-quality emergency and crisis services provided to persons experiencing a mental health, alcohol use, or substance use crisis.
Relates to the taxation of vapor products; provides for the licensing of vapor products distributors; imposes certain tax return filing requirements on vapor products distributors; provides for enforcement powers.
Creates the under-grounding of electrical power or telecommunications lines fund to provide for the purpose of moving overhead electrical power or telecommunications lines underground from monies appropriated, including, but not limited to, any funds supplied by the Federal Emergency Management Agency for disaster recovery and hazard mitigation which may be used for state infrastructure repair.
Excludes real property conveyances from the written notice requirement when such property is being conveyed by the state of New York or any of its political subdivisions as part of a foreclosure proceeding.
Prohibits unfunded mandates in medicaid; provides that a provision of law which is determined to be an unfunded mandate according to this new section of law shall cease to be mandatory and become voluntary in operation; defines "law" as a statute, executive order of the governor, or rule or regulation; provides such prohibition does not apply to laws in full force and effect prior to the effective date of the section.
Requires a motion picture theater that offers more than ten motion picture showings per week to provide scheduled showings of motion pictures with open motion picture captioning such that at least one quarter of all showings of a motion picture with four or more showings during a one-week time period shall have open motion picture captioning; provides exceptions and penalties for violations.
Reduces the number of hours in a work week to thirty-two for employers with at least five hundred employees who are not part of a collective bargaining agreement.
