Prohibits certain state and prospective state contractors to contribute to the campaigns and committees of statewide officials, including any candidate for governor, attorney general and comptroller, for a period of time; requires written notice of prohibitions.
Establishes the maximum contaminant level goals (MCLGs) for emerging contaminants; provides that the commissioner of health shall by regulation establish a maximum contaminant level goal (MCLG) for each emerging contaminant for which such commissioner has established; makes related provisions.
Requires not-for-profit corporations have a board of directors which reflects the ethnic demographics of the communities that they serve to be able to receive state funds.
Directs the department of health to develop and implement a residency program initiative to service medically underserved areas; makes an appropriation therefor.
Relates to the crime of aggravated harassment of an employee by an incarcerated individual; requires any imprisonment imposed by such conviction run consecutively to any undischarged term of imprisonment to which the defendant is subject.
Establishes the department of oversight and investigation, providing for its powers, duties and functions (Part A); relates to repealing provisions relating to the commission on ethics and lobbying in government; relates to repealing provisions relating to the office of the state inspector general (Part B); provides for the transfer of the functions, powers and duties of the commission on ethics and lobbying in government, the office of the state inspector general and the former temporary state commission of investigation to the department of oversight and investigation (Part C); relates to the commission on ethics and lobbying; relates to membership on the franchise oversight board; relates to the state inspector general; relates to the former temporary state commission of investigation; relates to the commission on ethics and lobbying in government and the legislative ethics commission; relates to the office of the state inspector general; creates a temporary state commission of investigation (Part D).
Permits and encourages state owned parking facilities to install solar canopies in any parking garage, open parking lot or other parking facility owned and/or operated by the state of New York, that offers parking spaces for the purposes of public use, state employee use or pay-per-usage constructed prior to January 1, 2030; requires such installation after January 1, 2030.
Relates to decisions by the state board on electric generation; requires approval through public referendum prior to certification for establishing a major electric generating facility.
Clarifies that in child protective proceedings and permanency hearings for children placed out of their homes, the social worker-client privilege shall not be a ground for excluding evidence in a hearing to secure an order of protection.
Grants a $100,000 real property tax exemption to conservation clubs and rod and gun clubs owning land acquired prior to January 1, 2025, having an assessed value of $500,000 or less.
