Provides that all persons have the right to grow, raise, harvest, produce and consume the food of their own choosing for their own nourishment, sustenance, bodily health and well-being, and the right to be free from hunger, malnutrition, starvation and the endangerment of life from the scarcity of or lack of access to nourishing food.
Provides that any tenant who is evicted or otherwise removed from a dwelling unit as a result of a vacate order issued by any governmental agency or department due to fire shall be entitled to a suitable accommodation; defines suitable accommodation; makes related provisions.
Establishes an ombudsperson for local correctional facilities to receive, investigate and propose resolutions for complaints and grievances concerning the conditions of confinement for individuals currently or formerly incarcerated in local correctional facilities located outside of a city with a population of one million or more.
Establishes the New York workforce stabilization act; requires certain businesses to conduct artificial intelligence impact assessments on the application and use of such artificial intelligence and to submit such impact assessments to the department of labor prior to the implementation of the artificial intelligence; establishes a surcharge on certain corporations that use artificial intelligence or data mining or have greater than a threshold number of employees displaced by artificial intelligence of a rate of 2% of the corporation's business income base; defines data mining.
Makes technical changes relating to the rescindment of certificates of authority clarifying that a failure to file a report or return relates only to the person's obligation to pay taxes.
Relates to dispensing certain controlled substances for use by a person with a substance use disorder during certain emergency medical treatment, for use in maintenance or detoxification treatment, or to relieve acute withdrawal symptoms.
Requires the office of children and family services to provide luggage to youth in foster care; provides that such luggage shall be distributed to social services districts for distribution to foster care youth; requires the office of children and family services to submit an annual report to the governor and the legislature about the distribution of luggage to foster care youth.
Relates to preventing discrimination and increasing awareness about menopause and perimenopause; requires employers to provide employees with an informational pamphlet on any regulations relating to the rights of employees for menstrual-related and menopausal-related conditions.
Establishes reporting requirements for out of state entities provide reimbursement of health care costs and penalties for failing to comply with such reporting requirements.
Establishes an active military service travel tax credit for New York domiciled active-duty military members for the cost of their airfare when they travel back home to the state.
Imposes owner liability for failure of an operator to comply with traffic control indicators within the city of New York through the use of traffic control indicator cameras.
