Prohibits the participation of certain animals in traveling animal acts; prohibits the department of environmental conservation from issuing permits or licenses allowing participation of certain animals in traveling animal acts; excludes certain permanent performing institutions; imposes a civil penalty not to exceed $1000 for a violation.
Authorizes the town of Union Vale, county of Dutchess, to alienate and discontinue the use of certain parklands and to lease the lands to Homeland Towers, LLC for the placement and operation of a wireless communications tower.
Requires manufacturers of kratom products within the state to have a warning label that the product has not been approved by the federal food and drug administration and the products' side effects; prohibits labeling of kratom products as all natural.
Affords certain members of the fire department pension fund with new or increased pension benefits for each year of additional service beyond their required minimum service.
Establishes the reclaimed asphalt pavement pilot program for the purpose of utilization of reclaimed asphalt pavement in the construction or improvement of state and municipal highways or bridges.
Requires the administration for children's services and New York city public school employees provide a verbal and written warning to students of such student's right to refuse an interview and right to have a supportive adult during the interview.
Requires state agencies to prepare an active intelligent speed assistance system plan for the equipment of all state agency vehicles with active intelligent speed assistance systems, and to equip state agency vehicles with such systems by certain dates.
Requires third-party food delivery services to verify that limited-use motorcycles operated by workers in the course of making deliveries for such third-party delivery service are legally registered.
Enacts the "assuring college campus and educational safety and support (ACCESS) act" relating to harassment of students and applicants at educational institutions; describes the circumstances under which harassment at educational institutions is an unlawful discriminatory practice; describes the circumstances under which an educational institution is deemed to have permitted harassment; describes additional circumstances under which a college or university is deemed to have permitted harassment.
Relates to the right to unemployment benefits based on employment with certain educational institutions, including the state university of New York, the city university of New York and public community colleges; clarifies the meaning of certain terms relating to such rights to unemployment benefits.
