Relates to designating every government entity which issues licenses to carry, possess, repair and dispose of firearms as participating agencies for voter registration form distribution and assistance.

Relates to the purchase of community land mortgages; defines a community land mortgage as a mortgage that is secured by a first lien on a leasehold estate in real property that is improved by a residential structure wherein title to the real property is retained by a not-for-profit housing company or housing development fund company; authorizes the state of New York mortgage agency to purchase community land mortgages from banks within the state; ensures not-for-profit housing remains as affordable housing.
Requires maternal health care providers facilitate a screening for maternal depression, unless refused by the birth mother, within the first six weeks of birth and that such screening be covered by insurance.
Provides that if a prosecutor withholds information proving the innocence of an individual convicted of or charged with a crime, such prosecutor shall be guilty of a felony with the term of imprisonment being twice that of the term of imprisonment the individual charged with the crime is faced with or twice that which the individual has been sentenced to.
Provides for review of bail data reports by the state commission on judicial conduct to study such reports for evidence of bias or prejudice by any judge or justice, and where appropriate based on such reports, to initiate, investigate, and hear complaints and otherwise comment on matters of bias and prejudice evidenced therein.
