Expands the offense of aggravated harassment in the first degree to include etching, painting, drawing upon or otherwise placing or displaying emblems, logos, flags or other symbols of designated terrorist organizations on any building or other real property without express permission of the owner or operator of such building or real property.
Directs the department of public service to promulgate rules and regulations to establish fee transparency standards for electric vehicle charging stations.
Relates to hotel and motel taxes in Saratoga county and the city of Saratoga Springs; increases the allowable amount of tax imposed by the county; removes exemptions for properties having less than 4 units; relates to the disposition of tax revenues collected; eliminates an advisory committee.

Provides a period of probable usefulness for the acquisition, construction or reconstruction of or addition to a solar array or solar panel system, whether or not including buildings, land or rights in land, original furnishings, equipment, machinery or apparatus, or the replacement of such equipment, machinery or apparatus.
Permits an incorporated firefighter's benevolent association created by act of the legislature to include the following in the purposes of the association without an additional act of the legislature; to promote friendly association for the betterment of the members of the corporation; to promote relations between the members of the corporation and the local community; to provide relief, aid and assistance to those members and their families who are injured, disabled or indigent; to provide for the health and safety of the members of the corporation; to maintain suitable headquarters for the members of the corporation; to acquire real and personal property such as may be necessary for the purposes set forth in this section; to study and disseminate among the members of the corporation the most efficient manner of fighting fires; and to promote the volunteer fire service within the territory now served or which may hereafter be served by the fire department associated with such corporation.
Enacts the "cannabis adult-use transition act"; increases the number of members on the state cannabis advisory board from thirteen to seventeen voting appointed members; provides that an eligible registered organization shall be authorized as a registered organization adult-use cultivator processor distributor retail dispensary upon approval of an application to the office of cannabis management that must be available to such registered organizations no later than August first, two thousand twenty-five and remain available thereafter; provides that the office must approve or deny such application within thirty days of its submission or it shall be deemed approved; makes related provisions.
