Authorizes the chancellor of the city district to control and operate certain specialized high schools in the city of New York; establishes a commission on middle school achievement to provide guidance, advice, and make recommendations to the chancellor of the city district on matters pertaining to education policy, performance and innovation in New York city middle schools; provides for the repeal of certain provisions upon the expiration thereof.
Relates to preferences under the affordable home ownership development program for veterans with service-related disabilities; defines "veteran with a service-related disability".
Relates to contingency planning by state agencies for extended federal government shutdowns; requires the secretary to oversee development of shutdown contingency plans.
Provides that when a housing accommodation has been vacated after continuous tenancy or occupancy of ten years or more prior to vacancy, and the owner can demonstrate restoration of the unit, the new legal regulated rent shall be the rent agreed to by the owner and first tenant after such restoration and reserved in a lease or other rental agreement; makes related provisions.
Relates to the use of biometric identity verification devices for the purchase of alcoholic beverages and tobacco products; authorizes a licensee, its agent or employee to determine a person's age when purchasing alcoholic beverages or tobacco products by use of a biometric identity verification device; establishes where the use of the device indicates that the person is under the age of twenty-one, the attempted purchase of the alcoholic beverage shall be denied.
Updates the definition of the term "reusable bag", as used in the environmental conservation law, to specify minimum material and durability standards.

Requires the New York state energy research and development authority conduct a study on Brooklyn College constructing a micro-grid to study the feasibility, efficiency, and energy saving costs if such a micro-grid was constructed on campus.
Relates to criminal penalties for persons who knowingly advance or profit from prohibited combative sports that result in the injury of any individual.
Provides that bi-weekly salary installment payments and allowances shall not be withheld for members of the state legislature if the governor has submitted certain legislation which is not necessary for the effective implementation of the appropriation bill or bills and legislative passage of the budget has not occurred prior to the first day of any fiscal year.
Relates to paratransit services; directs that an applicant for recertification submit correspondence from a licensed physician in lieu of an in-person assessment.
