Directs the authorities budget office to conduct a study on the financial effects of making local governments responsible for the upkeep in certain public areas immediately outside of properties owned or leased by public authorities.
Authorizes the dormitory authority to provide financing to the Dutchess Community College Association, Inc. for the construction of facilities for the purpose of financing or refinancing the acquisition, design, construction, reconstruction, rehabilitation, improvement, furnishing and equipping of, or otherwise providing for residential housing located on the campus of Dutchess Community College.
Relates to the weigh in motion monitoring systems and the data generated in conjunction with such systems pursuant to a demonstration program on interstate route 278 in Kings county; extends the authorization for such program.
Relates to creating the Neighborhood Small Business Rent Increase Exemption; provides a tax abatement for limiting rent increases on small businesses in a city of one million or more persons.
Permits the use of photo speed violation monitoring systems in New York city for the purposes of enforcement of license plate obstruction, concealment, and/or distortion; extends provisions permitting the use of speed cameras in certain school zones.
Authorizes retail dispensary licensees, microbusiness licensees and nursery licensees to sell up to three immature cannabis plants per person for personal cultivation; defines immature cannabis plant; directs the cannabis control board to promulgate rules and regulations relating to the sale of immature cannabis plants.
Authorizes Scott Pavlick to receive certain service credit under a twenty-five year retirement plan offering one-sixtieths after twenty-five years of total creditable service for service with the Binghamton Fire Department.
Allows members of a public retirement system who retired prior to applying for credit for military service because such credit was not available at the time of their retirement to receive such credit if they apply prior to December 31, 2026.
Prohibits approved organizations providing coverage under the child health insurance plan from discriminating against health care providers which do not participate in the organization's health care network.
Provides for increased fines for overnight parking of tractor-trailer combinations, tractors, truck trailers and semi-trailers on residential streets in the city of New York.
