Authorizes municipalities and the department of financial services to seek civil penalties for violations of the duty to maintain a foreclosed property in an amount of up to $500 per day for each day such violation persists after the judgement of foreclosure has been issued.
Relates to authorizing state university police, regional state park police and detective investigators for the office of the attorney general to receive additional service credit in an optional twenty year retirement plan.
Directs counties, in coordination with their regional emergency medical services councils, to develop and maintain comprehensive county emergency medical system plans that provide for coordinated emergency medical systems within such counties.

Enacts the climate resilient New York act; establishes the office of resilience and a resilience task force to assess and identify climate related threats and develop a statewide resilience plan.
Establishes a New York state veterans' and service member law book of a compilation of all state statutes governing the rights, privileges, benefits and services afforded to veterans, service members and their families.
Requires the commissioner of health to produce a report on the utilization and activity of the elderly pharmaceutical insurance coverage program, including future enrollment and program cost projections, and to publish such report and deliver the report to the governor, the temporary president of the senate, and the speaker of the assembly.
Provides that certain purchase contracts to purchase food can be awarded to a qualified bidder who fulfills certain values based procurement standards when such bid is not more than 10% higher than the lowest responsible bidder and when the bidder makes publicly available data on where such bidder sources their food items; sets forth the criteria for values based procurement standards to include local economies, environmental resilience, racial equity, valued workforce, valued agricultural sector, animal welfare, and nutrition.
Establishes maximum age requirements for New York city correction officers; provides that the commissioner of correction shall not appoint a person as a correction officer if such person is more than thirty-five years of age as of the date of the applicant's appointment or eligibility to compete in a promotion examination.
Directs the department of economic development, in conjunction with the empire state development corporation, to review all contracts entered into or overseen or enforced by the department of economic development and/or the empire state development corporation relating to the leasing of state-owned premises to private parties for the production, manufacture and/or development of solar shingle products, electric vehicle charging networks, advanced driver-assistance systems, and/or supercomputer hardware and to identify and eliminate fraud, abuse or waste by private parties.
