Directs state agencies to adopt an embodied carbon decarbonization program; requires the office of general services to issue operational directives and guidance for common construction materials to reduce the amount of embodied carbon in such materials.
Requires any municipality which conducts lead testing to provide notices to the owner and any tenants of a residence upon a positive test and inform the owner and any tenants of lead abatement programs and other resources; requires municipalities to notify tenants of lead testing.
Requires immediate notification of a child's parent or guardian when an allegation of child abuse in an educational setting has been made regarding such child.
Establishes grocery store wine licenses permitting the licensee to sell from the licensed premises wine produced in New York state or produced from ingredients grown or produced in New York state, in sealed containers for consumption off such premises.
Relates to welfare, medical, and retirement plans provided by a horsemen's organization in the absence of contractual obligations; provides in the absence of a contract between the licensed harness racing corporation or association and the representative horsemen's organization, the state gaming commission shall require such corporation or association to pay to the horsemen's organization an amount determined in accordance with the previously negotiated contract for welfare, medical, or retirement plans, including any associated costs, provided by the horsemen's organization to participants in racing at the licensed harness racing facility; provides the amounts shall be paid monthly from the horsemen's gross purse enhancement amount from video lottery gaming.
Requires the department of transportation to collect data from third-party identification verification services used by airline passengers for expedited security screening in public-use airports and submit a quarterly report to the governor, the temporary president of the senate and the speaker of the assembly containing such data; defines terms.
