Allows individuals to apply to display a symbol on their driver's licenses or state-issued ID cards indicating that the individual has a non-apparent disability to assist law enforcement and emergency personnel in providing appropriate support during interactions.

Establishes the standardized human-trafficking recognition training program for private transportation services employees; requires private transportation services to require all employees to undergo a human-trafficking recognition training program established by the division of criminal justice services and the office of temporary and disability assistance in consultation with the department of transportation and the New York state interagency task force on human trafficking.

Requires the inspection of non-fireproof buildings in a city having a population of one million or more every three years; requires compliance with the New York city housing maintenance code and the New York city construction codes; requires those dwellings not in compliance with such code at the time of inspection to make repairs or improvements necessary to comply with such standards within six months of such inspection, or a lien shall be placed upon the dwelling.
