Removes the requirement to follow the advisory committee on immunization practices of the centers for disease control and prevention recommendation for immunization against meningococcal disease.
Requires that Miranda rights statements be more specific with respect to the right to counsel; requires inquiry into whether such rights are understood.
Decreases the amount of time courts can imprison an individual for the non-payment of child support to five days per each failure to obey any lawful order of support and not to exceed thirty days total; requires courts to order alternatives to imprisonment prior to imprisoning an individual for the non-payment of child support.
Provides for the creation of an ebony alert system to be activated on behalf of Black youth, including young women, men, nonbinary, boys, and girls, who are reported missing under unexplained or suspicious circumstances, at risk, developmentally disabled, or cognitively impaired, or who have been abducted.

Relates to the calculation of child support; provides that child support amounts shall be calculated based on the non-custodial parent's income; excludes health insurance costs and federal and state income taxes paid from the calculation of income for child support calculation purposes; makes related provisions.
Requires the department of education to report information regarding counselors, social workers and psychologists in schools and to implement a plan to increase the school counselor, school social worker and school psychologist to student ratio to nationally accepted standards and provide funding for such.
Relates to returnable beverage containers; amends certain definitions relating thereto; repeals a certain provision of law relating thereto; provides that a dealer whose place of business is less than ten thousand square feet and whose primary business is the sale of food or beverages for consumption off-premises may obtain an exemption from the obligation to accept empty beverage containers for redemption under certain conditions; provides for different handling fees for beverage containers accepted by a deposit initiator from a dealer or operator of a redemption center; provides that a deposit initiator shall have the right to conduct audits of containers presented for redemption by redemption centers or dealers subject to certain provisions; provides requirements for groups of deposit initiators and brands to form a commingling group; relates to provisions governing redemption centers.
Provides that any volunteer agency who is granted state aid by the office of addiction services and supports or pursuant to a contract with a local governmental unit shall receive the full amount of such state aid within sixty days from approval; provides that volunteer agencies shall have two years to spend such aid.
Authorizes a weighted selection process prioritizing children who would be eligible to receive free or reduced price lunch and/or who are emergent multilingual learners for the allocation of certain prekindergarten seats in school districts where there are more eligible children than can be served in a given school year.
Enacts the student suicide prevention act; requires the governing board or body of every local educational agency serving students in grades seven to twelve, to adopt policies, procedures and guidelines on student suicide prevention, intervention and postvention for students in such grades.
