Prohibits businesses and organizations from charging a fee for seminars, webinars, workshops, or educational resources related to the breakdown or explanation of the contents of Public Law No: 119-21, colloquially known as the "One Big Beautiful Bill".
Enacts the "fair share act"; authorizes cities imposing city personal income taxes to adopt and amend local laws imposing an additional tax of two percent on the annual city taxable income of city residents, estates and trusts reporting any return in excess of one million dollars.
Categorizes the assault of a code enforcement official or other individual responsible for building inspection performing their lawful duties under such position as a class D felony.
Renames an office of addiction services and supports scholarship program the "NYS Father Peter Young Memorial Addiction Professionals Scholarship Program"; codifies the purposes of such program as offering financial education assistance to individuals pursuing a bachelor's degree in addiction studies or the education requirements for an office of addiction services and supports credential at Alfred State College, Stony Brook University or Empire State University.
Provides that where a supervisor in a town with a population of two hundred fifty thousand or more vacates their position before the end of their term, a special election shall occur in order to fill such vacant supervisor position.
Requires anyone under age sixteen who is riding upon, propelling or otherwise operating an electric scooter, electric personal assistive mobility device, or bicycle with electric assist or is a passenger on such electric scooter, electric personal assistive mobility device, or bicycle with electric assist to wear approved protective headwear.
Relates to the definition of drug-related paraphernalia; clarifies that drug-related paraphernalia shall not impact substances that are not considered controlled substances.
Enacts the "New York fundamental artificial intelligence requirements in news act"; provides that any news media content published, broadcast, or otherwise disseminated or accessible within the state of New York, which was substantially composed, authored, or otherwise created through the use of generative artificial intelligence shall conspicuously imprint on the top of the page, webpage, image, graphic, video or other visual or audio/visual content, or verbally orate at the onset of audio content, that such content was substantially created by generative artificial intelligence.
Establishes the NY digital choice act requiring social media companies to provide covered users with a copy of the covered user's social graph at the request of the covered user; defines terms; provides requirements for the interoperability of covered users' data; grants the attorney general the authority to promulgate rules and regulations and enforce such provisions.
Establishes a two-tenths percent tax on digital asset transactions including the sale or transfer of digital assets to fund the expansion of the substance abuse prevention and intervention program to schools in upstate New York.
