Provides that all persons have the right to grow, raise, harvest, produce and consume the food of their own choosing for their own nourishment, sustenance, bodily health and well-being, and the right to be free from hunger, malnutrition, starvation and the endangerment of life from the scarcity of or lack of access to nourishing food.
Relates to providing that monies from the CARES act be allocated to food banks or other participating entities to purchase food products from New York farmers and processors for distribution to New Yorkers experiencing hunger or food insecurity.
Establishes a farm-to-school food service reimbursement program for school districts which have purchased at least thirty percent of their total food products, including both dairy and non-dairy products, for their food service programs from New York state farmers, growers, producers or processors, based upon the number of federally reimbursable meals served to students under such program agreements entered into by the commissioner and such districts.
