  STATE OF NEW YORK ________________________________________________________________________ 344 2025-2026 Regular Sessions  IN ASSEMBLY (Prefiled) January 8, 2025 ___________ Introduced by M. of A. PAULIN, LUPARDO, ROSENTHAL -- read once and referred to the Committee on Ways and Means AN ACT to amend the state finance law, in relation to lottery aid formu- las for school districts The People of the State of New York, represented in Senate and Assem- bly, do enact as follows: 1 Section 1. Subparagraph 4 of paragraph b of subdivision 4 of section 2 92-c of the state finance law, as amended by section 64 of part A of 3 chapter 58 of the laws of 2011, is amended to read as follows: 4 (4) each eligible school district shall be entitled to an additional 5 lottery grant equal to the result of multiplying the district's total 6 aidable foundation pupil units for the base year computed pursuant to 7 paragraph g of subdivision two of section thirty-six hundred two of 8 [this act] the education law by: 9 Base Grant x regional cost index x pupil need index x (1 + aid ratio) 10 Where, the base grant shall equal the sum of the net total available 11 moneys after making payments pursuant to subparagraphs [(1), (2), (2-a) 12 and (3) above] one, two, two-a and three of this paragraph, plus an 13 amount from the general support for public schools-- general fund local 14 assistance account equal to the June lottery payment, divided by the 15 total aidable foundation pupil units of the state and where the regional 16 cost index shall be the regional cost index defined in subparagraph two 17 of paragraph a of subdivision four of section thirty-six hundred two of 18 the education law, and the pupil need index shall be the pupil need 19 index defined in subparagraph three of paragraph a of subdivision four 20 of section thirty-six hundred two of the education law, and the Aid 21 Ratio is equal to one minus [the pupil wealth ratio of the district as 22 such term is defined in section thirty-six hundred two of the education  EXPLANATION--Matter in italics (underscored) is new; matter in brackets [ ] is old law to be omitted. In no case shall a school district aid ratio exceed one (1) or be 2 less than minus one (-1)] the state sharing ratio for total foundation 3 aid as defined in paragraph g of subdivision three of section thirty-six 4 hundred two of the education law. 5 § 2. This act shall take effect immediately.
