ROSENTHAL -- read once and referred to the Committee on Economic Development AN ACT to amend the general business law, in relation to prohibiting the manufacture, distribution or sale of nail polish and nail hardener containing dibutyl phthalates (DBP), toluene, formaldehyde, formaldeh- yde resin, camphor, ethyl tosylamide, and xylene and prohibits the use of such nail polish and nail hardener by appearance enhancement busi- nesses The People of the State of New York, represented in Senate and Assem- bly, do enact as follows: 1 Section 1. The general business law is amended by adding a new section 2 399-tt to read as follows: 3 § 399-tt. Manufacture, distribution, sale and use of nail polish or 4 nail hardener containing dibutyl phthalates (DBP), toluene, formaldeh- 5 yde, formaldehyde resin, camphor, ethyl tosylamide, and xylene prohibit- 6 ed. 1. The following substances shall be prohibited in the manufacture, 7 distribution and sale of nail polish or nail hardener: 8 (a) dibutyl phthalates (DBP); 9 (b) toluene; 10 (c) formaldehyde; 11 (d) formaldehyde resin; 12 (e) camphor; 13 (f) ethyl tosylamide; and 14 (g) xylene. 15 2. It shall be unlawful for appearance enhancement businesses to use 16 nail polish or nail hardener containing: 17 (a) dibutyl phthalates (DBP); 18 (b) toluene; 19 (c) formaldehyde; 20 (d) formaldehyde resin; 21 (e) camphor; EXPLANATION--Matter in italics (underscored) is new; matter in brackets [] is old law to be omitted.
