ROSENTHAL, SANTABARBARA -- read once and referred to the Committee on Health AN ACT to amend the public health law, in relation to authorizing and establishing a training program for paramedics for the administration of buprenorphine The People of the State of New York, represented in Senate and Assem- bly, do enact as follows: 1 Section 1. Section 3309 of the public health law is amended by adding 2 a new subdivision 10 to read as follows: 3 10. The commissioner shall develop a training program and associated 4 training materials for paramedics providing emergency medical services 5 on protocols for the administration of buprenorphine upon the adminis- 6 tration of naloxone. Paramedics shall be authorized to carry buprenor- 7 phine for administration pursuant to such protocols in cases of a 8 suspected overdose. Such protocols shall permit the administration of 9 buprenorphine upon a paramedic receiving: 10 (a) authorization from the physician supervising such paramedic; and 11 (b) informed consent from the person receiving such emergency medical 12 services. 13 § 2. The public health law is amended by adding a new section 3055 to 14 read as follows: 15 § 3055. Buprenorphine administration. The commissioner shall provide 16 the training program relating to the administration of buprenorphine 17 upon the administration of naloxone pursuant to subdivision ten of 18 section thirty-three hundred nine of this chapter to all paramedics 19 providing emergency medical services. Upon completion of such training 20 paramedics shall be authorized to carry buprenorphine for administration 21 in cases of a suspected overdose pursuant to the established protocols. 22 § 3. This act shall take effect on the one hundred eightieth day after 23 it shall have become a law. EXPLANATION--Matter in italics (underscored) is new; matter in brackets [ ] is old law to be omitted.
