WILLIAMS -- read once and referred to the Commit- tee on Environmental Conservation AN ACT to amend the environmental conservation law, in relation to the installation of trash capture nets The People of the State of New York, represented in Senate and Assem- bly, do enact as follows: 1 Section 1. The environmental conservation law is amended by adding a 2 new section 17-0832 to read as follows: 3 § 17-0832. Additional requirement; trash capture nets. 4 Notwithstanding any other provision of law, rule or regulation, the 5 commissioner shall promulgate rules and regulations requiring the 6 department to install or cause to be installed at the outlet of any 7 point source that empties into any waters of the state a trash capture 8 net for purposes of collecting garbage, refuse, and other debris. For 9 purposes of this section, a "trash capture net" shall mean a commercial 10 grade, reusable, open-meshed material designed to capture pollutants as 11 small as five millimeters in diameter. 12 § 2. This act shall take effect on the one hundred twentieth day after 13 it shall have become a law. Effective immediately the addition, amend- 14 ment and/or repeal of any rule or regulation necessary for the implemen- 15 tation of this act on its effective date are authorized to be made and 16 completed on or before such date.
