CUNNINGHAM -- read once and referred to the Committee on Corporations, Authorities and Commissions AN ACT to amend the public authorities law, in relation to establishing a wireless electric vehicle charging program The People of the State of New York, represented in Senate and Assem- bly, do enact as follows: 1 Section 1. Legislative intent. The legislature recognizes electric 2 vehicles are crucial to cutting greenhouse gas emissions, reducing reli- 3 ance on fossil fuels, strengthening the economy, and combating the 4 climate crisis. As of 2019, the transportation sector accounts for twen- 5 ty-nine percent of all greenhouse gas emissions, which is the most of 6 any sector. Increasing the adoption of electric vehicles will reduce 7 pollution and increase air quality for communities located near roads 8 with high traffic density or high-volume routes. As the automotive 9 industry shifts towards electric vehicles, investing in new electric 10 vehicle technologies will be crucial to enhancing New York's competi- 11 tiveness, creating jobs, and ensuring continued economic growth. 12 Range anxiety is one of the chief barriers to electric vehicle 13 adoption. If deployed strategically, static and dynamic wireless elec- 14 tric vehicle charging options could help by providing drivers convenient 15 opportunities to charge and extend the range of electric vehicles. Wire- 16 less charging technologies could be invaluable for electric transit 17 buses, trucking, fleet vehicles, and autonomous electric vehicles, 18 allowing for convenient and hands-free charging, while also lowering 19 costs, as effective wireless charging would reduce the need for larger 20 and heavier batteries. Wireless and dynamic charging can also reduce 21 pressure on the grid, allowing vehicles to charge through space and 22 time, shaving peak demand and reducing the need to build massive charg- 23 ing capacity at any given location to meet growing electric vehicle 24 charging demand.  A. 4561 2 1 Wireless can enhance electrification of fleets, including medium and 2 heavy-duty vehicles, helping them meet operational needs that cannot be 3 met solely by traditional charging systems. Wireless electric vehicle 4 charging has the potential to make electric vehicles more accessible and 5 allow all people, regardless of physical ability, to enjoy the benefits 6 of electric vehicles. 7 § 2. The public authorities law is amended by adding a new section 8 1885 to read as follows: 9 § 1885. Wireless electric vehicle charging program. 1. The authority 10 shall establish a program, in consultation with the department of trans- 11 portation, to research and provide incentives to eligible entities for 12 projects to construct, install, or improve existing static and dynamic 13 wireless charging infrastructure and technology for electric vehicles, 14 including performance, safety, electromagnetic compatibility, interoper- 15 ability, development, and testing of static and dynamic wireless charg- 16 ing. 17 2. The authority shall promulgate rules and regulations which shall 18 include criteria for determining eligibility, incentives and governing 19 disbursement of funds pursuant to the program. Such incentives shall not 20 be limited to funds appropriated therefor and may consist of monies from 21 any source, public or private, made available for such incentives. 22 § 3. This act shall take effect on the ninetieth day after it shall 23 have become a law. Effective immediately, the addition, amendment and/or 24 repeal of any rule or regulation necessary for the implementation of 25 this act on its effective date are authorized to be made and completed 26 on or before such effective date.
