Establishes Bella's Law which calls for an investigation into possible domestic violence or abuse for persons who have been accused of animal abuse.
Requires the New York state office for the prevention of domestic violence to establish trauma-informed standards for domestic violence abuse intervention programs; establishes requirements for such standards.
Allows previous investigations in which the subject was indicated for child abuse or maltreatment using a credible evidence standard and in which the subject of the report is a victim of domestic violence and the sole basis for such report is that such subject failed to provide adequate guardianship due to engaging in acts of domestic violence to be re-examined using a fair preponderance of the evidence standard.
Prohibits school districts from authorizing a currently enrolled public school student to be home schooled when the superintendent of the school district is notified of a pending child abuse or neglect investigation or if either custodial parent or a person instructing the child has been convicted of domestic violence, child abuse, or neglect.
Relates to the disposition of abused farm animals; provides that convicted individuals and those in their households or those who aided or abetted in the unlawful acts or should have known or knew of such acts may not be entitled to any monies generated from the sale of the farm animals which were the basis of such conviction.
