BROWN, FITZPATRICK, SMITH, RA -- read once and referred to the Committee on Transportation AN ACT to amend the transportation law, in relation to a New York state route 878, Nassau Expressway study; and providing for the repeal of such provisions upon expiration thereof The People of the State of New York, represented in Senate and Assem- bly, do enact as follows: 1 Section 1. The transportation law is amended by adding a new section 2 23 to read as follows: 3 § 23. New York state route 878, Nassau Expressway study. 1. The 4 department, in consultation with the department of motor vehicles, the 5 New York city department of transportation, the governor's traffic safe- 6 ty committee, local police agencies, the local senate and assembly 7 representatives, local transportation entities in Nassau and Queens 8 counties, local government stakeholders, and any other agency or group 9 the department deems necessary to enlist the aid of, shall conduct a 10 study to evaluate the costs of completing the construction of state 11 route 878 in Nassau and Queens counties. Such study shall include, but 12 not be limited to, study and evaluation of the original plans from 13 circa nineteen hundred forty and studies of New York city arterial coor- 14 dinator Robert Moses, the nineteen hundred fifty-nine department of 15 transportation Nassau County Master Plan, the two thousand twelve 16 department of transportation scoping report of the Southeast Queens 17 Transportation Study, design and safety of the configuration and signage 18 of entrance and exit ramps; the estimated total cost of the project; the 19 estimated duration of the project; the impact construction will have on 20 local traffic patterns; and federal funding available for highway safety 21 improvement projects. The department is authorized to conduct any hear- 22 ings it deems necessary to accomplish the purposes of this section. 23 2. The commissioner shall issue a report to the governor, the members 24 of the assembly and senate representing districts in Nassau and Queens EXPLANATION--Matter in italics (underscored) is new; matter in brackets [] is old law to be omitted. This act shall take effect immediately and shall expire and be 5 deemed repealed one year and six months after such effective date.
