VANEL -- read once and referred to the Committee on Economic Development AN ACT in relation to establishing the space exploration task force The People of the State of New York, represented in Senate and Assem- bly, do enact as follows: 1 Section 1. a. A temporary task force, to be known as the temporary 2 task force on space exploration, is hereby created to study the poten- 3 tial for economic, academic, and cultural opportunities, ensuring the 4 future survival of humanity and developing strategic advantages for this 5 state by means of evolving space technology and a growing space economy. 6 Such task force shall be comprised of appropriate state agency person- 7 nel, scientists, and experts in the field of space exploration. 8 b. The task force shall be comprised of: 9 (i) two members appointed by the governor; 10 (ii) two members appointed by the temporary president of the senate; 11 (iii) two members appointed by the speaker of the assembly; 12 (iv) one member appointed by the minority leader of the senate; and 13 (v) one member appointed by the minority leader of the assembly. 14 c. The task force shall: 15 (i) examine and evaluate the economic opportunities provided by space 16 exploration and evolving space technologies in other states and coun- 17 tries; 18 (ii) establish comprehensive metrics to monitor the health and vitali- 19 ty of the entire New York space ecosystem to identify challenges and 20 track important trends over time; 21 (iii) identify the potential impacts on New York of the discovery and 22 exploration of celestial structures in outer space by means of evolving 23 space technology; and 24 (iv) make recommendations on how to utilize space exploration and 25 evolving space technologies for the purposes of advancing scientific 26 research, exploring new economic and academic opportunities, ensuring EXPLANATION--Matter in italics (underscored) is new; matter in brackets [] is old law to be omitted. Such task force shall submit a report, on or before January 1, 4 2027, to the governor and the legislature of its findings, conclusions 5 and recommendations, and legislative and regulatory proposals deemed 6 necessary to implement such recommendations. 7 § 2. This act shall take effect immediately.
