SOLAGES -- read once and referred to the Commit- tee on Local Governments AN ACT in relation to establishing the Nassau county and Queens county border task force, and providing for its powers and duties; and providing for the repeal of such provisions upon expiration thereof The People of the State of New York, represented in Senate and Assem- bly, do enact as follows: 1 Section 1. A task force, to be known as the Nassau county and Queens 2 county border task force, is hereby created to examine, investigate, and 3 review such issues as are related to jurisdiction and boundary disputes 4 of such counties. 5 § 2. The task force shall have the power to: 6 (a) conduct public hearings in furtherance of the performance of its 7 duties under this act; 8 (b) request the attendance of witnesses and the production of books, 9 records, documents, and other relevant information; and 10 (c) recommend legislation consistent with the purposes of this 11 section. 12 § 3. The task force shall consist of seven members appointed by the 13 governor as follows: 14 (a) one member appointed on the recommendation of the temporary presi- 15 dent of the senate; 16 (b) one member appointed on the recommendation of the speaker of the 17 assembly; 18 (c) one member appointed on the recommendation of the minority leader 19 of the senate; 20 (d) one member appointed on the recommendation of the minority leader 21 of the assembly; 22 (e) one member appointed on the recommendation of the county executive 23 of the county of Nassau; EXPLANATION--Matter in italics (underscored) is new; matter in brackets [] is old law to be omitted. LBD10183-01-5A. 6184 2 1 (f) one member appointed on the recommendation of the borough presi- 2 dent of the county of Queens; and 3 (g) one member appointed on the recommendation of the superintendent 4 of the state police. 5 § 4. There shall be two chairpersons selected from among the members 6 of the Nassau county and Queens county border task force. One chair- 7 person shall be selected by the county executive of the county of 8 Nassau, and one chairperson shall be selected by the borough president 9 of the county of Queens. Such chairpersons shall schedule the first 10 meeting of the task force, which shall be held no later than sixty days 11 after the effective date of this act. 12 § 5. The members of the Nassau county and Queens county border task 13 force shall serve without compensation. 14 § 6. The state police shall provide the Nassau county and Queens coun- 15 ty border task force with such data obtained by the department as the 16 task force may require to carry out its duties. To the extent practica- 17 ble, such data shall be provided in a format in accordance with the 18 standards outlined in the New York state open data handbook pursuant to 19 executive order ninety-five of two thousand thirteen. 20 § 7. The Nassau county and Queens county border task force shall issue 21 a report of its findings and recommendations to the governor, the tempo- 22 rary president of the senate and the speaker of the assembly no later 23 than January 1, 2027. 24 § 8. This act shall take effect immediately and shall expire and be 25 deemed repealed two years after such effective date, or upon delivery of 26 the report required by section seven of this act, whichever comes first; 27 provided that the Nassau county and Queens county border task force 28 shall notify the legislative bill drafting commission upon delivery of 29 the report required by section seven of this act in order that the 30 commission may maintain an accurate and timely effective data base of 31 the official text of the laws of the state of New York in furtherance of 32 effectuating the provisions of section 44 of the legislative law and 33 section 70-b of the public officers law.
