Enacts the "RIDE (responsibility in delivery enforcement) act", relating to responsibility for civil penalties or traffic fines incurred by employees while operating a bicycle with electric assist in the course of such employees' job duties.

Prohibits the sale of electric assisted bicycles unless the packaging contains a notice stating that the operation of such electric assisted bicycle on any public highway, road or sidewalk may be unlawful.
Specifies that class two bicycles with electric assist shall be those for which the electric motor cannot provide assistance when such bicycles reach a speed of twenty-eight miles per hour.
Adds cargo bicycles with electric assist to the types of bicycles with electric assist regulated under the vehicle and traffic law; provides that no person shall operate a cargo bicycle with electric assist unless it is accompanied by proof of financial security unless otherwise authorized by local law, ordinance, order, rule, or regulation or pursuant to an agreement made on behalf of the city, town, or village.
