DAIS -- read once and referred to the Committee on Corporations, Authorities and Commissions AN ACT to amend the public authorities law and chapter 47 of the laws of 1931 relating to declaring the policy of the states of New York and New Jersey in regard to certain vehicular bridges and tunnels within the port of New York district, in relation to requiring certain public authorities to establish a cashless tolling amnesty program; and providing for the repeal of certain provisions upon expiration thereof The People of the State of New York, represented in Senate and Assem- bly, do enact as follows: 1 Section 1. The public authorities law is amended by adding a new 2 section 386-c to read as follows: 3 § 386-c. Cashless tolling amnesty program. 1. Notwithstanding any 4 other provisions of this title or any other law, the authority shall 5 provide an amnesty program for any person, firm, corporation, or other 6 entity charged with the payment of a cashless toll fee for the use of 7 any highway, bridge or tunnel operated by the authority between April 8 twenty-third, two thousand sixteen and June twenty-ninth, two thousand 9 twenty-five. 10 2. Such amnesty program shall allow any person, firm, corporation, or 11 other entity charged with the payment of a cashless toll fee for the use 12 of any highway, bridge or tunnel operated by the authority to pay such 13 tolls in full and to have any toll violation fees and penalties related 14 to such paid tolls waived; provided such payment is made on and after 15 August first, two thousand twenty-five and on or before December thir- 16 ty-first, two thousand twenty-five. 17 3. The authority shall conspicuously post on its website information 18 on such amnesty program. 19 § 2. The public authorities law is amended by adding a new section 20 553-l to read as follows: EXPLANATION--Matter in italics (underscored) is new; matter in brackets [ ] is old law to be omitted. Notwithstanding any 2 other provisions of this title or any other law, the authority shall 3 provide an amnesty program for any person, firm, corporation, or other 4 entity charged with the payment of a cashless toll fee for the use of 5 any highway, bridge or tunnel operated by the authority between April 6 twenty-third, two thousand sixteen and June twenty-ninth, two thousand 7 twenty-five. 8 2. Such amnesty program shall allow any person, firm, corporation, or 9 other entity charged with the payment of a cashless toll fee for the use 10 of any highway, bridge or tunnel operated by the authority to pay such 11 tolls in full and to have any toll violation fees and penalties related 12 to such paid tolls waived; provided such payment is made on and after 13 August first, two thousand twenty-five and on or before December thir- 14 ty-first, two thousand twenty-five. 15 3. The authority shall conspicuously post on its website information 16 on such amnesty program. 17 § 3. The public authorities law is amended by adding a new section 18 538-a to read as follows: 19 § 538-a. Cashless tolling amnesty program. 1. Notwithstanding any 20 other provisions of this title or any other law, the authority shall 21 provide an amnesty program for any person, firm, corporation, or other 22 entity charged with the payment of a cashless toll fee for the use of 23 any highway, bridge or tunnel operated by the authority between April 24 twenty-third, two thousand sixteen and June twenty-ninth, two thousand 25 twenty-five. 26 2. Such amnesty program shall allow any person, firm, corporation, or 27 other entity charged with the payment of a cashless toll fee for the use 28 of any highway, bridge or tunnel operated by the authority to pay such 29 tolls in full and to have any toll violation fees and penalties related 30 to such paid tolls waived; provided such payment is made on and after 31 August first, two thousand twenty-five and on or before December thir- 32 ty-first, two thousand twenty-five. 33 3. The authority shall conspicuously post on its website information 34 on such amnesty program. 35 § 4. Chapter 47 of the laws of 1931 relating to declaring the policy 36 of the states of New York and New Jersey in regard to certain vehicular 37 bridges and tunnels within the port of New York district is amended by 38 adding a new section 4B to read as follows: 39 § 4B. Cashless tolling amnesty program. 1. Notwithstanding any other 40 provisions of this act or any other law, the port authority shall 41 provide an amnesty program for any person, firm, corporation, or other 42 entity charged with the payment of a cashless toll fee for the use of 43 any highway, bridge or tunnel operated by such authority between April 44 twenty-third, two thousand sixteen and June twenty-ninth, two thousand 45 twenty-five. 46 2. Such amnesty program shall allow any person, firm, corporation, or 47 other entity charged with the payment of a cashless toll fee for the use 48 of any highway, bridge or tunnel operated by the port authority to pay 49 such tolls in full and to have any toll violation fees and penalties 50 related to such paid tolls waived; provided such payment is made on and 51 after August first, two thousand twenty-five and on or before December 52 thirty-first, two thousand twenty-five. 53 3. The port authority shall conspicuously post on its website informa- 54 tion on such amnesty program. 55 § 5. The public authorities law is amended by adding a new section 56 1279-m to read as follows:

Notwithstanding any 2 other provisions of this title or any other law, the authority shall 3 provide an amnesty program for any person, firm, corporation, or other 4 entity charged with the payment of a cashless toll fee for the use of 5 any highway, bridge or tunnel operated by the authority between April 6 twenty-third, two thousand sixteen and June twenty-ninth, two thousand 7 twenty-five. 8 2. Such amnesty program shall allow any person, firm, corporation, or 9 other entity charged with the payment of a cashless toll fee for the use 10 of any highway, bridge or tunnel operated by the authority to pay such 11 tolls in full and to have any toll violation fees and penalties related 12 to such paid tolls waived; provided such payment is made on and after 13 August first, two thousand twenty-five and on or before December thir- 14 ty-first, two thousand twenty-five. 15 3. The authority shall conspicuously post on its website information 16 on such amnesty program. 17 § 6. This act shall take effect immediately and shall expire and be 18 deemed repealed January 1, 2026; provided, however, section four of this 19 act shall take effect upon the enactment into law by the state of New 20 Jersey of legislation having an identical effect with this act, but if 21 the state of New Jersey shall have already enacted such legislation, 22 this act shall take effect immediately; provided that the state of New 23 Jersey shall notify the legislative bill drafting commission upon the 24 occurrence of the enactment of the legislation provided for in section 25 one of this act in order that the commission may maintain an accurate 26 and timely effective data base of the official text of the laws of the 27 state of New York in furtherance of effectuating the provisions of 28 section 44 of the legislative law and section 70-b of the public offi- 29 cers law. Any rights or remedies granted to an individual pursuant to 30 this act prior to the expiration and repeal of this act shall not be 31 affected by such expiration.
