Provides that the governing body of municipal corporation, may by resolution agree to join together with any municipal corporation or corporations to establish a joint insurance fund for the purpose of insuring against liability, property damage, and workers' compensation, insuring against loss or theft of moneys or securities, providing blanket bond coverage of certain county or municipal officers and employees for faithful performance and discharge of their duties under the public officers' law, insuring against bodily injury and property damage claims arising from environmental impairment liability and legal representation therefor to the extent that such coverages; makes related provisions.
Prohibits municipal corporations from refusing resettlement of asylum seekers from other municipal corporations in the state, provided that the resettling municipal corporation covers the costs of such resettlement, and no property of the municipal corporation receiving such asylum seekers is used without such municipal corporation's consent.
Prohibits gas and electric corporations from filing any schedules setting forth rules or regulations which absolve or attempt to absolve such corporations from liability for the interruption of its supply of service arising from the ordinary negligence of its employees, servants or agents; provides that any such schedules filed are void as against public policy.
