Establishes the agrivoltaics viability pilot program within the farmland viability program to provide grants to identify the best practices and strategies for dual-use solar energy projects that protect soil health during construction and decommissioning of solar arrays, utilize sustainable agricultural production practices, monitor any benefits solar energy may have on farms and to the state, track economic viability, study the commercialization of dual-use solar energy projects, and encourage equitable engagement of stakeholders.

Establishes a community solar pilot program to promote the use of community solar energy.
Expands the solar energy system equipment tax credit to cover solar energy system equipment installed in a community solar array; defines "community solar array" to mean a location other than a person's principal residence where solar energy system equipment is owned and installed for use in such person's principal residence.

Requires that the manufacture and distribution of electric vehicles, wind turbines, solar collectors and infrastructure to upgrade the power grid is conducted using only wind and solar energy and does not use any power derived from fossil fuels, nuclear energy or any form of combustion; amends definitions within the clean-fueled vehicle and buses projects to require such vehicles are manufactured and distributed using only wind and solar energy.
Directs the New York state energy research and development authority to develop basic consumer education or guidance about geothermal energy systems and develop business models for geothermal projects in the state to match equivalent programming and guidance for solar energy.
Establishes a clean and resilient energy program to encourage the development of clean and resilient behind the meter distributed energy resource projects.
