Relates to the climate change adaptation cost recovery program and requirements for climate change adaptive infrastructure projects; relates to the use of funds from the climate change adaptation fund for certain projects; relates to the disclosure of certain data from returns of petroleum or fossil fuel businesses; relates to expenditure of funds from the climate change adaptation fund; repeals certain provisions; relates to severability and legislative findings.
Establishes protections for minors who are featured in influencer-generated content that generate earnings from being shared on social media or other video-sharing websites.
Directs the division of the budget to consult tribal nations, relevant state agencies, and other stakeholders regarding budget proposals that would impact such tribal nations.
Provides that the New York state health care quality and cost containment commission shall: evaluate each mandated benefit; investigate current practices of health plans with regard to the mandated benefit; investigate the potential premium impact of repealing and/or modifying the mandated benefits on all segments of the insurance market; hold at least two public hearings; submit a report to the legislature; makes related provisions.
Requires parole violators, after 10 days in a local correctional facility, to either be transferred to state correctional facilities or remain in such local facility with all associated costs borne by the state; provides for a 20-day extension period; establishes such provisions do not apply for NYC.
Directs the board of education or the board of trustees of each school district shall establish a policy and adopt procedures permitting the district to confer a diploma on a student posthumously if, at the time of death, such student had completed the eleventh grade class of a public school in the district and was enrolled or expected to be enrolled in the twelfth grade class within the same public school district the following school year.
Establishes the task force on pandemic learning loss in New York state to assess the impact of remote learning on children's progress in various disciplines; requires a report; provides for the repeal of such provisions upon the expiration thereof.
Establishes the "Purple Star School Program" to assist military-connected students and to recognize the value of military service and civic responsibility.
Prohibits a municipality from relocating migrants from such municipality to another municipality in New York unless and until a resolution authorizing the relocation has been adopted by the governing bodies of both the municipality to which the migrants are to be relocated and the county in which the receiving municipality is located; mandates written notice prior to location; provides for a fine for violations.
