Prohibits cannabis retail and on-site consumption licensees from operating such premises within one thousand feet of the perimeter of a school grounds; prohibits the advertising and marketing of cannabis content within one thousand feet of the perimeter of a school grounds, playgrounds, child day care providers, public parks, and libraries.
Requires that when the state or an organization is attempting to convert land to public use in a municipality with a population of less than one million, a hearing shall be held in such municipality where such land is located to allow for public comment and input from neighbors; requires a ten day notice of such hearing to members of the community.
Provides for a priority call system for use in connection with emergency disconnections of utilities, service coverage and oversight of response time in connection with the emergency disconnection of utilities.
Relates to academic credit for veterans with regard to credit for SUNY and CUNY college credits for courses that were part of the student veterans' military training; defines "veteran".
Establishes a task force to study the frequency and seriousness of violence that occurs on school grounds and the causes of such violence; and make recommendations on school safety in the state of New York.
Creates a temporary commission to conduct a comprehensive study on the current utilization of paid family leave, make recommendations on how to increase access and the visibility of the program.
Relates to purchasing restrictions on persons boycotting Israel and the investment of certain public funds in companies boycotting Israel; requires the commissioner of general services to compile a list of companies boycotting Israel; establishes that such companies will be considered non-responsive bidders.
Requires certain evidence or samples for DNA analysis to be accepted by the New York state police forensic investigation center from any firearm, rifle, shotgun, ammunition or magazine loading device when the sole charge is criminal possession of a weapon in the first degree, criminal possession of a weapon in the second degree, criminal possession of a weapon in the third degree, criminal possession of a weapon in the fourth degree and criminal possession of a firearm.
Requires state office buildings to be in compliance with the greenhouse gas emissions limits established by the New York state climate leadership and community protection act three years before such limits apply statewide.
