Limits ownership or possession of companion animals by "Buster's Law" violators; adds definition of equine companion while taking horses out of farm animal definition.
Requires each violator of "Buster's Law" to register the violator's name and address with the division of criminal justice services; makes the registration available to the public, law enforcement entities, district attorneys, humane societies, societies for the prevention of cruelty to animals, dog or cat protective associations, animal control officers, breeders of animals, animal rescues and pet stores.
Prohibits the New York Department of State from issuing a certificate of dissolution and filing a judgment or final order of dissolution for the pension fund for employees of the former St. Clare's Hospital in the city of Schenectady, county of Schenectady, until an investigation and/or audit by the New York State Department of Health, the New York State Attorney General or the New York State Comptroller has been conducted to ascertain whether there was any impropriety in the handling and management of funds in such pension plan.
Requires that any ballot proposition creating a state debt shall contain an estimate of the amortization period and the total expected debt service payable thereon until the bonds issued pursuant to such proposition are retired.
Elevates the offense of killing a police work dog or police work horse from being a class E felony to a class D felony; establishes the class E felony of injuring a police work dog or police work horse for intentionally causing serious physical injury to a police work dog or police work horse while such dog or horse is performing its duties under the supervision of a police officer.
Prohibits certain borrowing arrangements; relates to the authorization for the contracting of debt; relates to the manner by which payments are appropriated and paid.
Permits any child who is at least fourteen years of age to have administered to themself, regardless of parental consent, certain immunizations required or recommended by law.
Provides funding for abortion services and travel-related expenses not covered by the military for active duty members of the armed forces of the United States, or their spouses or dependents, who are New York state residents.
Imposes an excise tax on the failure of certain hedge funds owning excess single-family residences to dispose of such residences; establishes the housing down payment trust fund to provide funds to state housing finance agencies to establish new or supplement existing programs that provide down payment assistance to families purchasing homes within the state.
Prohibits the collecting of information of historical or contemporaneous prices, supply levels, or lease or rental contract termination and renewal dates of residential dwelling units from two or more rental property owners for purposes of analyzing or processing of such information using an algorithm and of recommending rental prices, lease renewal terms, or ideal occupancy levels to a rental property owner.
