Establishes the office of flooding prevention and mitigation to manage and coordinate the work of task forces, commissions, and other bodies and programs tasked with examining issues related to flooding, to review and assess best practices and make recommendations regarding flood prevention and mitigation, and to assist municipalities in developing strategies and policies to combat flooding.
Requires police officer training programs on interacting with individuals with a disability with special emphasis on the techniques needed to improve interactions with individuals that are blind or deaf or hard of hearing; provides such training shall be created in consultation with the justice center for the protection of people with special needs.
Requires the Long Island Rail Road, the Metro-North Commuter Railroad Company, and the New York City Transit Authority establish a no fare program for the transportation of certain active duty, uniform police officers.
Requires the department of transportation to develop an updated New York state bicycle and pedestrian plan adapted from the department's nineteen hundred ninety-seven New York state bicycle and pedestrian plan, to be re-evaluated and updated every five years.
Requires a study on the national electric safety code line height standard for overhead utility lines and communication lines as such relate to the height of agricultural equipment and other heavy duty equipment.
Authorizes municipalities to establish an emergency repair pilot program; enables municipalities to repair immediately hazardous code violations in buildings where the owner has not undertaken such repairs in a reasonable time.
Amends provisions about sex offenses and consent involving members of the clergy or other ministers of any religion or duly accredited Christian science practitioners.
Incorporates the 2022 Uniform Law Commission recommended amendments to the Uniform Commercial Code to provide for emerging technologies; addresses emerging technologies, providing updated rules for commercial transactions involving virtual currencies, distributed ledger technologies (including blockchain), artificial intelligence, and other technological developments.
Provides that the Empire Station Complex project and the Empire Penn Expansion shall be subject to and shall comply with the provisions of New York City's Uniform Land Use Review Procedure.
Requires public housing authorities with housing complexes containing one hundred or more units to provide at least three meals or meal vouchers and drinking water for all tenants in the affected buildings each day of a disruption in water services that requires a pause of tenant use of water for drinking or cooking lasting over twenty-four hours.
