Provides for the rate of employer contributions to the unemployment insurance fund in the 2026 fiscal year; establishes the unemployment insurance solvency reserve fund.
Provides that on request of the sheriff, county legislature, county board of supervisors, mayor of any city or village, or supervisor of a town, the governor may order into active service of the state, all or any part of the organized militia, in accordance with the Lake Ontario-St. Lawrence River flood prevention, response and recovery program; establishes such program; relates to the financing of the Lake Ontario-St. Lawrence River flood prevention, response and recovery program.
Requires mandatory screening for alcohol or substance abuse and dependency when a person operates a motor vehicle while impaired by the combined influence of drugs or of alcohol and any drug or drugs.
Requires the commissioner of general services to ensure clean, safe drinking water is available in easily accessible locations for all public employees in state office buildings.
Extends scholarship eligibility for certain scholarships to students who have a certificate of graduation from a recognized high school within New York state from the two thousand thirteen--fourteen school year or after, or the recognized equivalent of such certificate, or received a passing score on a federally approved ability to benefit test that has been identified by the board of regents as satisfying the eligibility requirements and has been independently administered and evaluated as defined by the commissioner of education.
Creates a service learning program for students serving as active volunteer firefighters or volunteer ambulance workers; mandates certain features of such program.
Authorizes recoupment by the state or any political subdivision of financial incentives such as awards, loans, grants or tax abatements, awarded businesses for purposes of job training, job creation or retention, or the development of business operations, upon recipient's failure to complete the terms of the incentive.
Exempts from the use of self-defense sprays minors who are at least sixteen years of age and have been granted an order of protection or have been the victim of a crime, including where a criminal proceeding or investigation is still ongoing.
