Establishes it shall be an unlawful discriminatory practice for any prospective employer to make an inquiry about, or to act upon adversely to the individual involved based upon, any criminal conviction of such individual unless such employer first makes a conditional offer of employment to such individual.
Establishes a temporary commission to examine and review the degree and effect of segregation in primary and secondary schools and any correlation with school funding and the long-term impact of inadequate education on segregated students.
Directs the commissioner of health to do a comprehensive assessment of the existing methodology used to determine payment for early intervention screenings, evaluations, services and service coordination; directs recommendations on reimbursement methodology as well as needs under the program.

Authorizes and directs the public service commission to conduct a study on the deployment of energy interconnection processes into the electrical grid to meet the state's renewable energy goals set out under the climate leadership and community protection act; directs the public service commission to submit a report on its findings one year after the effective date.
Requires advertisements to disclose the use of a synthetic performer; imposes a $1,000 civil penalty for a first violation and a $5,000 penalty for any subsequent violation.
Establishes a sustainable aviation fuel tax credit at a rate of $1.25 per gallon, or $1.50 per gallon for sustainable aviation fuels made with domestically produced corn and/or soybeans; creates a certification process for aviation fuel as sustainable aviation fuel under NYSERDA; directs the NYS climate action council to incorporate the use of sustainable aviation fuel in its updated scoping plan.
Relates to the creation of the New York farm to school and school garden fund; allows individuals to make a gift on their personal tax form for such fund; provides such fund will be used to establish school gardens and purchase equipment and educational materials to promote students' consumption of local products conducted in cooperation with the department of agriculture and markets.

Relates to the membership of the board of trustees of the state university of New York; reduces the number of trustees appointed by the governor from fifteen to ten; adds one trustee appointment by the speaker of the assembly, one by the temporary president of the senate, one by a majority vote of SUNY and CUNY staff, and two by a majority vote of SUNY alumni.
