Requires at least one full-time licensed or certified social worker to be employed in each elementary, intermediate, middle, junior high school and senior high school throughout the state.

Prohibits pre-payment penalties for mortgages secured by real property owned in a cooperative form of ownership where over fifty percent of the units are shareholder occupied.
Prohibits fraudulent absentee ballot drop-off boxes or receptacles by making it a felony for anyone other than the board of elections to erect, display or maintain an absentee ballot drop-off box or receptacle.
Provides that a parent or person in parental relation to a student with a disability attending a nonpublic school has until April 1, 2025 to submit a request for the 2024-2025 school year to the committee on special education of the school district of location for educational services mandated by an individualized education services program if the previous request was denied on procedural grounds.
Relates to establishing discount programs for low-income senior citizens and individuals with a disability; provides that utilities, waterworks corporations, telephone corporations and cable television companies shall create discount programs that provide a 10 percent discount to low-income senior citizens and individuals with a disability; defines terms.
