Establishes a commission to study and report on the potential implementation of legislation, rules and regulations for an open internet for New Yorkers.
Establishes the clean fuel standard of 2025; provides such standard is intended to reduce greenhouse gas intensity from the on-road transportation sector, with further reductions to be implemented based upon advances in technology.
Requires the department of education to establish an education for environmental sustainability program to teach children the importance of conserving and protecting our environment.
Requires the department of environmental conservation to conduct a study on sea level rise in cities with a population of one million or more and to submit a report of its findings and recommendations, including any proposed rules and regulations, to the temporary president of the senate, the speaker of the assembly, the chairs of senate and assembly environmental conservation committees, the chair of the senate finance committee and the chair of the assembly ways and means committee no later than December 31, 2028.
Relates to enacting the "New York photovoltaic module stewardship and take-back program act"; provides that the department of environmental conservation shall develop guidance for a photovoltaic module stewardship and take-back program to guide manufacturers in preparing and implementing a self-directed program to ensure the convenient, safe, and environmentally sound take-back and recycling of photovoltaic modules and their components and materials; establishes the photovoltaic module recycling account for the purpose of paying all costs of the department of environmental conservation for management and administration of the New York photovoltaic module stewardship and take-back program.
Makes provisions regarding environmental benefit projects in lieu of civil penalties including establishing conditions for their acceptance and criteria for such projects; authorizes the attorney general to review and approve the settlement or administrative order.
Requires school districts to provide information regarding water safety and swimming certification to certain parents or students upon enrollment; defines "water safety".
Prohibits police officers from using bias-based profiling; requires that a procedure be established for the taking and review of complaints against police officers for bias-based profiling; allows an action for injunctive relief and/or damages to be brought against a law enforcement agency, any agent of a law enforcement agency and the supervisor of an agent.
Authorizes the creation of state debt in the amount of 20 billion dollars in relation to enacting the save public housing bond act of 2025; provides for submission to the people of such proposal.
Prohibits creditors from enforcing a consumer debt incurred as a result of fraud, duress, intimidation, threat, force, identity theft, exploitation of the debtor's personal information or similar economic abuse perpetrated against a debtor; establishes a right of action by the debtor for relief against creditors for violations; makes related provisions.
Relates to the conversion to condominium ownership for the preservation of expiring affordable housing in the city of New York; provides expanded homeownership opportunities from the conversion of certain residential rental buildings to condominium status by property owners that commit to preserve the inventory of expiring affordable housing in the city of New York.
Permits the state board of elections to join certain multistate voter list maintenance organizations and provide such organizations with certain voter information; requires the state to join a multistate voter list maintenance organization on or before July 31, 2026.
