Requires an equal distribution of legislative staff and appropriations to be made among all members of the legislature; provides for additional funds and staff for members in special capacities as long as such additional staff does not deal with constituent services.

Establishes the biometric privacy act; requires private entities in possession of biometric identifiers or biometric information to develop a written policy establishing a retention schedule and guidelines for permanently destroying biometric identifiers and biometric information when the initial purpose for collecting or obtaining such identifiers or information has been satisfied or within three years of the individual's last interaction with the private entity, whichever occurs first.
Clarifies what buildings constitute an existing public school building for purposes of the location of charter schools by describing an existing public school building as being a building that is currently occupied or is unoccupied but designated for potential school use.

Directs the department of financial services to periodically inspect residential real properties for which a lender has a duty to maintain; authorizes the department of financial services or the municipality to impose a $500 a day civil penalty for the failure of a lender to maintain an abandoned property that it has a duty to maintain; requires such lenders to register with the statewide vacant and abandoned property electronic registry.
