Requires a certificate of merit in actions for damages, contribution or indemnity arising out of alleged negligence of a professional licensed pursuant to the education law; establishes a party in an action for medical, dental or podiatric malpractice may not omit the name of certain experts in responding to a request; limits judgments for past and future damages in an action to recover damages for dental, medical or podiatric malpractice; limits compensation for noneconomic damages suffered by an injured plaintiff in any personal injury action to $250,000.
Requires the department of environmental conservation, after consultation with the environmental facilities corporation and the department of state, to submit an annual agency stormwater expenditure report containing a comprehensive estimate and summary of funds needed and funds spent on stormwater projects under the department of environmental conservation, the environmental facilities corporation, the department of state and other applicable agencies or state authorities.
Requires for construction activities that require a state pollutant discharge elimination system permit owners and operators to submit a copy of the required public notice; requires each county receiving such notice to make such notice publicly available on its website.
Provides that a person is guilty of harassment in the first degree, a class B misdemeanor, when such person strikes, shoves, kicks or otherwise subjects a school employee to physical contact or attempts or threatens to do the same while such school employee is engaged in the performance of such person's duties as a school employee.
Relates to providing a space on a certificate of title for an owner to designate a beneficiary to whom the vehicle shall be transferred upon the death of the owner.
Directs empire state development, in conjunction with the office of general services, to create a plan to develop mixed-use commercial and residential property on a certain portion of the Harriman campus; directs such plan to be completed and made available for public comment no later than 180 days after the effective date; directs empire state development, in conjunction with the office of general services, to create a master plan for the redesign of the Harriman campus; directs that such plan be completed and made available for public comment no later than one year after the effective date.
Relates to defining "critical violations" of applicable statutes and regulations by child care providers licensed or registered by the office of children and family services; the imposition of sanctions and penalties for such violations by the office of children and family services; and processes for administrative appeal of such sanctions and penalties.
Prohibits naming dependent children under the age of 18 living in the same household with a parent or guardian in petitions to recover possession of real property and eviction warrants; seals any records pertaining to dependent children under the age of 18 living in the same household with a parent or guardian who were residing on or removed from such property.
Provides parity to durable medical equipment providers by requiring Medicaid managed care organizations to reimburse such providers at no less than one hundred percent of the medical assistance durable medical equipment and complex rehabilitation technology fee schedule for the same service or item.
Enacts the "New York affordable drug manufacturing act" to direct the commissioner of health to enter into partnerships to increase competition, lower prices, and address shortages in the market for generic prescription drugs, to reduce the cost of prescription drugs for public and private purchasers, taxpayers, and consumers, and to increase patient access to affordable drugs.
Restricts amplified sound coming from motor vehicles; allows for exceptions for certain police vehicles and certain vehicles used for business or political purposes.
