Establishes the Hudson Valley power authority to own and operate electricity service and to create or acquire one or more wholly owned subsidiaries or membership interests in subsidiaries; establishes energy observatory corporations for studying and enabling effective community governance of power authorities; makes related provisions.

Requires parity in the mental and physical health treatment of the residents of New York state; provides that both mental and physical health "will be matters of public concern and provision therefor shall be made by the state and by such of its subdivisions".
Provides that $1,600,000 of any funds from gaming devices located within the county of Niagara shall be transferred to the Niagara county industrial development agency for use to fund downtown economic development initiatives within the city of Niagara Falls.
