Directs the division of criminal justice services to establish a program for the care of retired law enforcement dogs which shall cover the cost of veterinary care for retired law enforcement dogs for the remainder of the lifetime of such dogs.
Requires a joint report by the state board of elections and state education department concerning the safety of students and staff at schools used as polling places for elections.
Relates to the notification of county boards of elections of an individual's death and the subsequent removal of such voter's name from the applicable registration roll.
Establishes the mental health educational opportunity program and the mental health higher educational opportunity program to provide additional educational opportunities for students at certain universities and colleges in the state to enroll in academic programs that lead to a degree or degrees required for licensure in any of the mental health professions.
Relates to the term "reportable business relationship" as it relates to certain employees of the state university of New York and the city university of New York.
Requires the department of transportation to establish a central registry of reports, audits, plans and public inspections regarding freight rail operators, rail cars and freight lines or routes and rights of way.
Enacts "new deal for SUNY: the New York state higher education equality act" to provide free tuition to students who attend SUNY who are enrolled in academic coursework and are on track to graduate; establishes the state university tuition fund to reimburse the state university of New York for the cost of tuition for students who are eligible for free tuition.
Relates to school district unexpended surplus funds; provides that for the 2027--2028 school year and thereafter, surplus funds shall mean any operating funds in excess of six percent of the current school year budget, and shall not include funds properly retained under other sections of law.
Relates to permits and financial security for reclamation for salt mining beneath a lake; requires such permits to be subject to environmental quality review procedures; requires financial security to cover any damages directly or indirectly resulting from salt mining activities beneath a lake, including, but not limited to, those resulting from collapse or water contamination.
Authorizes the empire state development corporation to retain an independent MWBE consultant firm for the purpose of helping reduce contractor violations of the provisions of article 15-A of the executive law; requires contractors in violation of the provisions of article 15-A of the executive law to retain independent monitors to oversee compliance.
