Amends provisions relating to payment of wages to include compensation that is not payable solely at the employer's discretion; requires certain notices; expands enforcement provisions.
Enacts the "fair college admissions act"; prohibits legacy admissions policies at colleges and universities in New York; declares such policies and practices to be discriminatory and inequitable.
Requires vision screening examinations for students using examination devices and testing methods, including, but not limited to, the Snellen Eye Test Chart and automated vision screening devices.
Prohibits the governor from preventing or inhibiting state agency cooperation with the federal government for the purposes of immigration enforcement; prohibits state agencies from preventing or inhibiting collaboration with federal agencies for the purposes of federal immigration enforcement.
Establishes the task force on battery storage facility fire safety to collaborate with local governments, firefighters, and industry experts to develop new safety standards and best practices to protect neighborhoods, forests, and agricultural land in the state from dangerous battery storage facility fires.
Requires highway projects that receive state funding to include the installation of broadband conduits suitable for fiber optic cables or wireless facilities that support broadband services; provides for access to such conduits on a competitively neutral and nondiscriminatory basis, for a charge not to exceed a cost-based rate.
Prohibits any local police department, county sheriff's office, the division of the state police or any agency that employs a peace officer in this state from participating in the 1033 federal excess property program for the purposes of receiving lethal or offensive weapons.
Requires the triborough bridge authority to establish a cashless tolling amnesty program; requires the metropolitan transportation authority to post their fee waiver policy on their website.
Exempts from the tax on retail sales the portion of a receipt from the purchase of a motor vehicle which is reduced due to a customer rebate or customer discount provided by a manufacturer to the purchaser, that is applied against the amount due under the sales agreement.
Renames the state aid for certain independent institutions of higher learning to the Leonard P. Stavisky student success grants; requires certain institutions and colleges to submit a report on the use of the state aid apportionment received including how it supported student success.
Requires that consumer reporting agencies contact consumers when a request is made for their consumer reports; requires consumer reporting agencies to provide the consumer with information pertaining to the entity that requested the consumer report.
Changes the eligibility and criteria for awards of grants from the beginning farmers NY fund to enable more farmers to participate; requires that tiers be established for grants less than $15,000.
Relates to the minimum requirements for a quorum; establishes there shall be no less than a majority of the total number of members of the commission in order to transact any business, perform any duty or exercise any power.
