Relates to clarifying which entities handle the reporting of pregnancy loss; the responsibilities of health care providers and penalties for not protecting the identities of individuals who suffered a pregnancy loss.
Excludes certain actions or omissions from qualifying as unlawful dissemination or publication of an intimate image when such actions or omissions are in connection with the reporting of or investigation into potentially unlawful conduct.
Exempts water system property owned by a private water-works corporation located in counties with a population of one million or more that are special assessing units from being included as special franchise property.
Requires the commissioner of education, in conjunction with the commissioner of health and the commissioner of mental health, to develop model mental health screenings for students and associated guidelines to assist school mental health screeners to perform mental health screening services to identify concerns in students' mental health.
Requires the modification of restrictive covenants prior to the sale of real property when covenants, conditions and restrictions exist which discriminate on the basis of race, color, religion, sex, sexual orientation, familial status, marital status, disability, national origin, source of income or ancestry.
Requires the office for the aging to develop and provide elder abuse prevention training to train senior service centers and contractors in the detection and reporting of elder abuse in consultation with the office of children and family services.
Authorizes the commissioner of finance of the city of New York to establish a property tax amnesty program; provides that such program shall last for 4 months and shall forgive up to $1000 of interest on a delinquent tax bill if 100 percent of the principal bill is paid.
Allows an adult home, enriched housing facility, assisted living residence or special needs assisted living residence to provide for nursing services in the facility that are not continual, either by arrangement with a provider of nursing services or by employment.
Establishes the small business crime prevention services program to provide small businesses with information on strategies, best practices and programs offering training and assistance in prevention of crimes in and around the premises of small businesses or otherwise affecting small businesses, including but not limited to: assault, arson and other violent felony offenses; robbery, burglary, theft, identity theft counterfeiting, check and credit card fraud and other fraud; and vandalism, graffiti and other property damage; provides that information on eligibility and applications for financial assistance be made available to small businesses; authorizes the New York state urban development corporation to provide loans, loan guarantees, interest subsidies and grants to small businesses, municipalities, not-for-profit corporations or other organizations for the purpose of preventing crimes against small businesses or on the premises or in the vicinity of small businesses; makes related provisions.
