Makes various provisions to reform local development corporations and industrial development agencies: conflicts of interest, standard tax exemption policies, municipal input, more information to be made public, economic impact statements, public hearings, and payment of prevailing wages.
Establishes the East of Hudson watershed road salt reduction task force, pilot plan and test program to conduct a comprehensive review of road salt contamination and road management best practices within the East of Hudson watershed.
Includes certain employees or volunteers of not-for-profit youth organizations whose primary purpose is to interact with youth through activities, events or gatherings as mandated reporters.
Authorizes the village of Sodus Point, in the town of Sodus, county of Wayne to allow golf carts on certain streets under the exclusive control and jurisdiction of such village.
Requires a person incarcerated in state and county-owned or operated correctional facilities to make medical co-payments of seven dollars upon receipt of medical treatment; provides that an incarcerated individual shall not be refused treatment for lack of ability to pay co-payment charges; directs all moneys collected to be made available for the operation of such correctional facility.
Requires proportionally equivalent appointees of both the majority and minority houses of the legislature in all legislatively enacted workgroups, task forces, commissions, councils, advisory boards, committees and any other legislatively enacted and appointed groups or workgroups; requires that the number of appointees by the legislature shall be proportionally equivalent to the number of appointees by the governor.
Relates to setting the rate of credit per kilowatt hour for farm waste generating equipment customer-generators, which includes the anaerobic digestion of agricultural waste; sets a rate for anaerobic digestion of agricultural waste to at least 12 cents per kilowatt hour.
Establishes offenses of sexual assault against a child by a person in a position of trust for the subjection of a child to sexual contact by a person in a position of trust; defines "person in a position of trust" as a person charged with the duty or responsibility for the health, education, welfare or supervision of a child; establishes such offenses shall be violent felony offenses.
