Enacts the HOPE pilot program; allows households to apply for multiple food and anti-poverty benefits simultaneously online and enable families to work with nonprofit and government agencies to enact action plans to boost their long-term self-sufficiency.
Relates to the imposition of sales and compensating use taxes with respect to certain aircraft; repeals provisions relating to the exemption from sales and compensating use taxes of general aviation aircraft, and machinery or equipment to be installed on such aircraft.

Requires the terms and conditions of any individual life insurance policy loan to be in writing, be signed by the insured and the agent and contain a signed statement that the agent has explained the terms to the policyholder.
Provides access to menstrual products in toilet facilities in public buildings owned by the state that are determined to be opened to the public; requires reporting.
Requires orders of custody to state whether law enforcement is authorized to remove a child or children in order to comply with and enforce such orders.
Prohibits the enforcement of mandatory arbitration agreements clauses and joint-action waivers with respect to workplace disputes; clarifies that section 7515 of the civil practice laws and rules applies retroactively to nullify pre-existing illegal mandatory arbitration clauses.
Creates the office of emerging technology; provides for its functions and duties; requires the office to submit a report to the governor and the legislature.
