Adjusts the calculation of the empire state child credit to provide for a one thousand dollar credit per qualifying child who is less than four years of age and a five hundred dollar credit per qualifying child who is four years of age or older for certain qualifying taxpayers.
Allows certain licensees to form cooperative agreements to make joint purchases of alcoholic beverages provided that such agreement and activity conform to certain standards.
Creates a wholesale prescription drug importation program which complies with federal standards and regulations for the purpose of generating substantial savings for consumers.
Establishes the "no severance ultimatums act", which prevents employers from giving coercive ultimatums to employees or former employees relating to such employee's severance from employment.
Prohibits confidentiality and non-disclosure provisions from inclusion in contracts pertaining to economic development, entered into by the state or a municipality or any party negotiating on behalf of such governmental entity.
Allows a taxpayer or the spouse of a taxpayer to deduct costs related to the taxpayer's organ donation; includes child care costs within such allowable costs.
Requires the department of education to report information regarding counselors, social workers and psychologists in schools and to implement a plan to increase the school counselor, school social worker and school psychologist to student ratio to nationally accepted standards and provide funding for such.
