No. 2 2025-2026 Senator Johnson A C O N C U R R E N T R E S O L U T I O N Urging Ohio electric utility stakeholders, the Governor, and the Congress of the United States to invest resources into the security, reliability, and resiliency of the state and national interconnected electric grids against natural and man-made threats. BE IT RESOLVED BY THE SENATE OF THE STATE OF OHIO (THE HOUSE OF REPRESENTATIVES CONCURRING): WHEREAS, The nation's electric grid is critical infrastructure that every citizen relies on each day; and WHEREAS, The reliability and resiliency of the electric grid remains a paramount necessity; and WHEREAS, The electrical grid is vulnerable to threats from both natural occurrences and man-made threats; and WHEREAS, There have been recommendations from the Government Accountability Office and some proposed via federal Executive Order regarding electric grid security; and WHEREAS, No action has been taken to implement any of these recommendations; and WHEREAS, There exists legislation, such as New Jersey's "Microgrid Pilot Program Act" to address concerns surrounding electric grid diversification and security; now therefore be it 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 S. No. 2 Page 2 As Introduced RESOLVED, That we, the members of the 136th General Assembly of the State of Ohio, urge the Governor and the Congress of the United States take seriously the threat posed to the state's and nation's electrical grids by investing resources to increase grid diversification and site security; and be it further RESOLVED, That we, the members of the 136th General Assembly of the State of Ohio, must consider adopting legislation such as the "Microgrid Pilot Program Act" for our state's electric grid to be diverse and secure; and be it further RESOLVED, That the Clerk of the Senate transmit duly authenticated copies of this resolution to the Governor, the President Pro Tempore and Secretary of the United States Senate, the Speaker and Clerk of the United States House of Representatives, the Commissioners of the Public Utilities Commission of Ohio, the Director of the Department of Development, the Director of the Department of Education and Workforce, and representatives from Duke Energy Corporation, American Electric Power Company, Inc., AES Corporation, and First Energy Corporation. 20 21 22 23 24 25 26 27 28 29 30 31 32 33 34 35 36 37 38 39 40
